On December 20th (Friday), the government, led by Vice Minister Bang Gi-sun, held a Foreign Workforce Integration Policy Meeting and decided to introduce approximately 207,000 unskilled foreign workers in 2025.
To address labor shortages in industries, the government announced a "Rational Management Plan for Foreign Workforce" on June 20th this year, aiming for systematic and integrated management. Previously, visa-managing agencies independently determined foreign workforce quotas.
This was improved by establishing a unified approach for determining total quotas for unskilled foreign workers, including Employment Permits (E-9), Seasonal Workers (E-8), and Seafarers (E-10).
Based on forecasts conducted since September in agriculture, livestock, fisheries, and manufacturing sectors, the government set the 2025 quota for unskilled workers at 207,000.
For E-9 workers, the quota was reduced by 35,000 to 130,000 due to demand forecasts and economic conditions.
The E-8 quota increased by 7,000 to 75,000, reflecting local government requests and rural population declines.
For E-10, approximately 2,100 workers are expected to enter under a fixed quota system.
